The Ministry of Finance
• The Land Redress Grant for Blacks and Coloureds will be created to address Land Reform and the abuses of Apartheid:
• The mandate of the South African Reserve bank will be changed to not only maintain low inflation but to manage the Rand’s exchange rate in order to achieve vigorous export growth.
Ministry of Business
• Organised Labour will be made illegal.
• Striking workers will be arrested and sent to prison.
• Black Economic Empowerment laws have unfortunately delivered unsatisfactory results and will be set aside. It will be replaced by Free Market, pro-business, non-race based laws.
• All Government owned entities, including the railways and ports of Transnet, will be privatised. Government will assume all the debt of these entities and sell the entities to the most competent bidder at a fair market price provided that the jobs of all employees are guaranteed for five years.
• The SABC will be privatised and TV Licenses will be abolished.
• Eskom will be privatised. The electricity market will be deregulated. This will ensure private investment in electricity generation. New Electricity Generation is the only solution to end Loadshedding. Coal-fired power stations will be given priority to be build as they are the most cost effective and quickest way to ensure the end of Loadshedding forever. Other forms of base load energy are too costly and take too long to build and connect to the National Grid. A PJP Government will end Loadshedding within two years of its incumbency. South Africa has abundant coal mines which will supply Coal to Power Stations efficiently and cost effectively.
• An Entrepreneurship Fund will be created so as to provide all South African born Entrepreneurs with zero interest loans to set up their businesses. CEO’s of large companies will be mandated to provide mentorship to these Entrepreneurs for two years. The Fund will be injected with over R240 million per year. (see Government Funding of Entrepreneurship Fund on Data Page).
• Expropriation without Compensation is unfortunately too damaging to the economy to be implemented and will be set aside. The PJP believes that the Land Redress Grant for Blacks and Coloureds is the best solution for Land Reform.
• Property Rights will once again be vigorously protected as enshrined in the Constitution.
Ministry of Education
• South Africa’s Public Schooling System, from Pre-School to Matric, will be privatised. No-Fee Schools will remain free. Fee charging schools will continue being subsidised by the Government and will be mandated to keep their fee structures as they were prior to Privatisation. Five yearly, renewable contracts will be awarded to Private Education Companies to manage all Pre, Junior, Primary and High Schools. These schools will be called Government Schools (see Re-allocated Expenditure in order to fund Privatised Government Functions on Data Page).
• All schools syllabuses will be revised and upgraded to the World Class Standards of Singapore, which consistently performs at the top of the Program for International Student Assessment (PISA) tests, especially in Maths, so as to ensure that students are equipped with a full education and are prepared to excel in the brutally competitive 21st Century.
Ministry of Health
•All Government health care facilities including hospitals and clinics will be privatised but funded by the Government so that they remain free and will be run by private healthcare companies under contracts to be reviewed every five years (see Re-allocated Expenditure in order to fund Privatised Government Function on Data Page).
•NHI will be set aside.
Ministry of Social Services
• The Child Support Grant with be increased from R510 per month to R650 per month (see Increase in The Child Support Grant on Data Page).
• The Land Redress Grant for Blacks and Coloureds will provide a supplemental income of R2 500 per month to all Black and Coloured citizens over the age of 18 and above for life.
• The Micro-Finance Fund for Blacks and Coloureds will be created so as to provide Micro Entrepreneurs with small, interest free loans to start or enhance their Micro Businesses (see Micro-Finance Fund for Blacks and Coloureds on Data Page).
Ministry of National Security
• The South African Police Service will be doubled over five years.
Ministry of Home Affairs
•All illegal immigrants will be deported to their home countries.
•All refugees and asylum seekers will be deported back to their home countries.
•South Africa will not host any refugees or asylum seekers and such people will be blocked at South Africa’s borders and will receive no aid from the Government.
•South Africa’s borders will be guarded by the South African National Defence Force so that the borders cannot be crossed illegally.
Ministry of Justice and Retribution
• The Death Penalty will be instituted for Murder.
• The Death Penalty will be instituted for Violent Rape.
• The Death Penalty will be instituted for the Rape of Children.
• All officials found guilty of corruption in Government, including ministers and the President, will be sentenced to life imprisonment. This includes all Civil Service Officials. This law will be called the Anti-Corruption Law and will also be applied retro-actively.
•Minimum prescribed sentences for crimes will be significantly increased.
Ministry of the Environment
• The National Environmental Management Act - or NEMA - will be amended so as to regulate all industry in an environmentally positive way but Coal-Fired Power Stations will be exempt from NEMA. This will allow for the speedy construction of these Power Stations which will then be connected to the National Grid. The Construction of Coal-Fired Power Stations are the quickest and cheapest way to end Loadshedding forever. The PJP encourages Renewable Energy but unfortunately this type of energy supply does not provide a constant source of electricity to the Grid as environmental factors affect Solar Power Stations and Wind Farms. All other forms of constant electricity supply are too expensive to build and will make electricity too expensive to consume. A PJP Government will end Loadshedding within two years of its incumbency.
Ministry of Foreign Affairs
• The PJP Government will adopt a humble approach to foreign affairs.
•All foreign affairs will be conducted with the resolute and only aim of securing: trade, investment, security and other benefits for South Africa so as to stimulate Vigorous Economic Growth.
•South Africa will commit to a “Non-Interference of Other Nations Policy” and respect the sovereignty of all countries.
•South Africa will be guided by the principle that it wishes to be a friend with all the countries of the world so as to stimulate Vigorous Economic Growth.
•South Africa will use the privilege of its BRICS membership in order to achieve Vigorous Economic Growth.
Ministry of National Defence
•The South African National Defence Force will be modernised and expanded with an absolute emphasis of competence to be enforced. The SANDF Budget Allocation will be increased by R1 billion a year.
Ministry of Natural Resources
•Unfortunately the Mining Charter hinders Vigorous Economic Growth and will be set aside.
• The Mining Industry of South Africa will be deregulated and all current laws will be reviewed. Those deemed too onerous for business and counter productive to Vigorous Economic Growth will be set aside.
• The Government oil and gas entity, PetroSA, will be privatised to ensure absolute efficiency in oil and gas production and will be a major boost to energy self sufficiency for the country.
